Welcome to latinoamericanization.
Each culture that submits to the whestos go through this till final disolvement.
In Greece it is normal for kids in schools to write to the walls and shout loud "BATSI GURUNIA DOLOFONOI" = "policemen pigs murderers".
In my kids' school the drug dealer is just outside the door, and we are taling a good school, the sole school in our municipality.
Yesterday a stupid and arrogant and impolite traffic policeman gave rude orders to some guy driving a motorbike and the driver answered "f%^^&k you".
Regarding where we stand (balkans = part of latin america), Serbs are WAY TOO much respectful towards the police rather than the rest.
But did you read the comments? When I took a look there were just one or two positive comments, and few dozen negative comments. I also replied on one Serbian media website saying how this is not normal how the attacker will get prosecuted and how she should get prosecuted (basically same as here), and you know what happened? Someone replied to me "why doesn't the community police arrest tycoons?", and it strike me that most people even don't understand authority and hierarchicy of the national institutions and can't help themselves with deductive reasoning, which is probably why they are prone to wrong conclusions/choices and as such they are dangerous to anyone reasonable. So even if they are respectful as you say, they are respectful due to fear they feel for them and not because of what they represent and certainly not because they realize their importance.

The comments are slang Serbian, I cannot comprehend those. Now, ppl want bread and a life basically. They want a balanced life, and this is all pretty normal. This "why don't they arrest the tycoons" was a polite answer. In Greece you would get answers like "you filthy 'hafies' faschist pig", "hafies" is a word, most probably from Persian or Arab origin which means the one who reports to authority whatever his co-patriots do. So apriori, the goverments, the germans, the italians, the brits, the turks or whoever is in charge are the "bad" guys, and the rebels , the anarchists, the thieves and the thugs are the good guys. You know that in Grece being "KLEFTIS" (thieve) during the ottoman era was a title of honor?
Anyway, as I wrote, they basically want a life. If they dont have one, then most probably they lack a fundamental asset or good : be it emotional, psychological, sexual or material. Many greeks have all of the above in shortage. I guess Serbs have most of it except money. So this is their problem.
+ in latino-balkan countries whestos first create condtions of poverty which enhance or help teach behaviors of the "anti-tycoon" type. Thus turning all their rage against their gvmt and increasing the probability for a successful civil war. A civil war which will mean party and champaigns in London and NY.

I don't think this remark about tycoons is rude or insulting. Its something else I want to point out. Lets suppose police officers has much wider permissions than the one they have right now (lets say omni-powerful). Its just logically incorrect to see things this way (which is the way most of the commentators see it):
A: Police doesn't control the tycoons B: Police is oppressing the citizens From A and B: Police is bad and by punching its members they got what they deserve.
This, although logically coherent, is an an argument that is based on false claims, as both statements A and B are false.
