I say Belgrade.
For the same reasons why Berlin became the capital of Germany, instead of Munich, of Stuttgart, or Frankfurt, etc. Prussia was the largest of the German states, and the leadership was based around Prussia. Just as Yugoslavia was formed, Serbia was the largest part, and the leadership fell to the Serbian monarchy, thus Belgrade becoming the capital. It has the largest set of government buildings designed for running a nation, along with the infrastructue and institutions. Just as in 1945, Tito chose to retain Belgrade as the capital of Yugoslavia for the same reasons above mentioned, plus the buildings that the Germans and Allies didn't manage to bomb to to a pile of rubble 12 inches in height.
I hardly see Sarajevo as being neutral, considering it is well over 95% Bosnian Muslim, and the only people that might favour it on a large scale are Bosnian Muslims, and people who identify as Yugoslavs. Besides, Belgrade is the number one party city in Europe! That's reason enough!
I would ideally like to see all former republics brought back into Yugoslavia, and including Bulgaria in a Polish-Lithuanian Commonwealth or KHK type government.
