Bosnia Federation 'Heading for' Bankruptcy Email a friend Save article Print article Increase text size Decrease text size Sarajevo16 April 2008 Sarajevo _ The larger Bosnian entity, BiH Federation could go bankrupt over unrealistically high war pensions, a Minister has warned.
Public concerns were fuelled after the Federation Government, FBiH made several decisions on Tuesday to ensure the payment of 78 million Konvertible Marks (€ 39 million) for unemployed demobilised soldiers by the end of the year.
The Bosnian Croat Finance Minister in the FBiH government, Vjekoslav Bevanda, warned that such high benefits could empty the entity budget by this September and cause bankruptcy.
Over the past few years, the FBiH government has dramatically increased benefits for mostly Bosniak (Bosnian Muslim) war veterans and invalids. Since the legislation regulating these benefits has been mapped out poorly and as these benefits are paid both from entity and cantonal budgets, nobody knows the exact amount of money that is being spent in this field.
Bosniak ministers in the FBiH government on Tuesday outvoted Bosnian Croat representatives in the government. In addition to economic anxieties, this move triggered also political criticism and ethnic concerns.
“Majority voting in the FBiH government enables Bosniak ministers to carry out a policy which is precarious for national equality, balance between earnings and expenditures … and most importantly destroys mutual trust between Croat and Bosniak,” the Croat Democratic Union 1990, HDZ 1990, said in a statement.
An estimated 300 million Konvertible Marks (€ 150 million) is spent on war veterans and invalids annually and represents by far the single biggest area of spending in FBiH entity and cantonal budgets.
Set unrealistically high, war veterans benefits dominate the social security sector and prevent appropriate payments to other users such as civil victims of war, poor families, child-care and others. And since the legislation has so far failed to secure the appropriate financial resources, war veterans’ payments are often delayed.
Despite continued warnings by local and international financial experts and growing public concerns, the FBiH government continues having special treatment for war veterans, which local analysts believe is because of their strong organisation and influence, especially ahead of the upcoming local elections planned for this October.

It's hard to get why Croats are getting annoyed of the payments made to the Muslim veterans. Since they voluntary keep staying in FBIH as considering the state their own, there's nothing more natural than giving a portion of the budget to be paid to the veterans who fought for the freedom of the country. Doesn't matter what the ethnic or religious origin of those who fought for the sake of independence.

It's hard to get why Croats are getting annoyed of the payments made to the Muslim veterans. Since they voluntary keep staying in FBIH as considering the state their own, there's nothing more natural than giving a portion of the budget to be paid to the veterans who fought for the freedom of the country. Doesn't matter what the ethnic or religious origin of those who fought for the sake of independence. Thats not really the issue. The issue involves economic accountability. It appears there doesn't exist any defined budget that goes into paying the veterans and it appears the majority of the funds comes from cantonal governments which are supposed to spend the majority of their budgets on local projects and not Federal ones. I think the complaint is valid since it seems like irresponsible spending.

It is also a way to buy off voters and to tie the current policies to the past in a "cold war" type of fashion. I think you should be recognized for the Defense of BiH, at the same time it shouldn't burden the State or the cantons and retard development or prosperity for the future. I don't think it currently threatens the Federation budget but it puts a great strain on the funding of the government. Way too much of the budget goes to benifits and salaries instead of infastructure and development.

I believe it is and it is mostly because as a war aim the cetniks wanted to occupy the resources of the country that is why a lot of the hydroelectric and power plants fell into the control of the cetniks.

It's cheaper because of energy subsidies by the RS government.

Vjekoslav je tesko Ustasko ime, sigurno ga je dobio u slavu Maksa (Vjekoslava) Luburica, komandanta Jasenovca Sto ti je Balkan... pogledaj samo Gorana Hadzica, ratni kriminalac, teski ceto (jos bradonja) a ima prezime Hadzic. Nidze veze stare mi, al valjda se cojk htio da dokaze. Odakle Srbin sa tesko Bosnjackim prezimenom? Hadzic je jedno do tri naj popularnija prezimena u BiH, skoro absolutnom vecinom Bosnjacko prezime. Elem.. imas tako na svakoj strani, premijer FBiH Nezdad ima prezime Brankovic. Mislim.. ovo ti je iz supljeg u prazno, zar se nije pricalo kako je famalija 'Dodik' inace 'Dodig' koja vecinom pripada Hrvatima? Kolko znam.. i za prezime Seselj se pricalo da je od Hrvatske loze. Bilo kako bilo.. mogu se Bosnjaci, Hrvati i Srbi do mile volje prepucavati ko pocinje od koga, al cinjenica je da vise od 50% Bosnkjaka, Hrvata i Srba dolazi iz mjesanih brakova. (ako udjemo dublje u historiju). My family is mainly Bosniak but I have a good idea that someone deep down in my fathers line was a Croat or Slovene since my great-great grandmother's maiden name had a predominately Croatian/Slovene root 'Katica' even though she was Muslim. Skoro svi na Balkanu su mjesanci manje vise, steta sto se rodjaci unistise.

Ja nikad necu razumjeti kako su nacionalisticke stranke mogle pokupiti 90% glasova 1990 godine kad je 30% brakova bilo mjesanih... stvarno smjesno, zamisli samo muza da glasa za SDS, zenu za SDA, pa onda se pocnu svadjati za koju zemlju se treba boriti ;D

Ja nikad necu razumjeti kako su nacionalisticke stranke mogle pokupiti 90% glasova 1990 godine kad je 30% brakova bilo mjesanih... stvarno smjesno, zamisli samo muza da glasa za SDS, zenu za SDA, pa onda se pocnu svadjati za koju zemlju se treba boriti ;D Dosta stvari se u ratu ne moze da razumije i dan danas. Ja sam imao komsiju kojem je otac Srbin a majka Hrvatica, otac otisao na Nedzarice da se bori za RS a sin se pridruzio armiji BiH. Navodno su obadvojica bili snajperiste. Zamisli to.. sin i otac pucaju na jedno drugo. Interesantno je kad Bosnjaci, Hrvati i Srbi iz BH spuste svoj stit i pocnu objektivno pricati o svemu sta se desilo u BiH.
