I believe the swastika in the mosaic at Bylis was the work of either the Greeks, Romans or Byzantines. All these cultures, plus many others, used this symbol. I will have to lean toward this example in Bylis being Roman because there are more examples of swastikas in mosaics under this empire. Here is an example of a Roman mosaic: Swastika on Minoan pottery found in Crete:

Prior to the use of the swastika symbol by Hitler, it had always been a symbol of well-being.

I think it was also the symbol of peace. From my knowledge, I believe this was some Indoeuropean symbol, probably symbolizing the sun (rreze dielli te thyera). It existed as far away as India.
