Kolaps turizma u Crnoj Gori
Napisati prièu o izgledima za nastupajuèu turistièku sezonu i o stanju turistièke privrede u Crnoj Gori nije nimalo lak posao. Teško je naæi sagovornika meðu struènjacima i dobrim poznavaocima prilika u vodeæoj privrednoj grani Crne Gore.

Poznata imena meðu onima koji su èinili crnogorsku turistièku elitu osamdesetih, ne žele svoje stavove da iznose u javnost uz obrazloženje da to nema nikakvog smisla ni efekta jer se svaka kritika ovdje doživljava kao napad na državu i njene zvaniènike. Da nikog u ovoj državi ionako nije briga za turizam, njihova je zajednièka ocjena. I opaska kako turizam u Crnoj Gori nije više privredna grana nego politika u kojoj caruju anonimusi, bez iskustva i obrazovanja, novopeèeni upravitelji tuðih hotela. S burazerskom privatizacijom hotela i ugostiteljskih objekata otišlo je sve što je u domaæem turizmu vrijedilo. Hoteli su razdijeljeni domaæim tajkunima. Urušio se èitav sistem organizovanog turistièkog prometa. Otišli su vrsni turistièki radnici, inostrani gosti, veliki turoperatori.
BEZ STRANACA: Da je najjaèa crnogorska izvozna grana doživjela poptpuni kolaps najbolje svjedoèe brojke na koje ukazuje sagovornik Monitora, jedan iz plejade poznatih iz zlatnih vremena domaæeg turizma.
U Crnoj Gori se, po njegovom mišljenju razvija strategija razvoja turizma bez stranaca, što je neprihvatljivo.
Do 1989. turisti iz evropskih zemalja èinili su 94 odsto inostranog prometa na nivou nekadašnjeg Montenegroturista koji je objedinjavao hotelsku industriju Crne Gore.
Njemci, na koje je domaæi turizam bio oslonjen, uèestvovali su sa 43 procenta, Britanci sa 20 odsto, Skandinavci sa 11, gosti iz zemalja Beneluksa sa devet, Italijani sa dva odsto i Rusi i ostali u manjem broju.
Ovaj promet ostvarivan je preko najveæih svjetskih turoperatora. Ljetovališta Crnogorskog primorja zauzimala su naslovnice njihovih kataloga.
U ligi velikih organizatora putovanja, koji su u prodaji imali i po 1.000 hotela iz èitavog svijeta, Sveti Stefan, Miloèer, Avala i Palas bili su èesto meðu prvih 10 na listi. I dobijali brojne nagrade. Takvu poziciju zauzimali su zahvaljujuæi kvalitetu usluge i ukupnog proizvoda.
Danas je Crna Gora izbaèena iz kataloga vodeæih evropskih putnièkih agencija. U ukupnoj svjetskoj turistièkoj razmjeni Evropa uèestvuje sa 43 odsto. Tužna je èinjenica da od Evrope Crna Gora dobija svega dva odsto te razmjene.
Prema podacima Monstata, tokom 2008. godine na turiste iz zemalja èlanica Evropske unije odnosi se 12,66 odsto turistièkog prometa.
Njemaèki turisti, koji su decenijama bili naši najznaèajniji gosti, bilježe zanemarljivih 1,97 odsto, Britanci su pali na jedan procenat, Skandinavaca, Holanðana i Belgijanaca u izvještaju - nema!
Zanimljivo je da su i ruski turisti, kojima se crnogorski turizam okrenuo svom svojom snagom, ostvarili svega 12,89 odsto noæenja. Turisti iz Ukrajine oko 2,60 odsto!
Evropljane su zamijenili novi stranci, bivši domaæi posjetioci iz zemalja eks Jugoslavije. Sada su nam strani turisti gosti iz Srbije, Makedonije, BiH, Slovenije.
U masu stranih posjetilaca, koje marljivo bilježi Nacionalna turistièka organizacija, ulazi i armija graðevinaca, zidara, keramièara i molera mahom iz BiH i Srbije, koji rade na Crnogorskom primorju i ostvaruju zavidan broj noæenja. Tu su i izletnici. Svaki stranac koji ulazi u Crnu Goru na jednodnevni izlet, u kojoj ne potroši gotovo ništa i ne ostvari ni jedno noæenje, poveæava stavku inostranog prometa.
PREVISOKE CIJENE: Prognoze za nastupajuæu sezonu još su mraènije. Na inostranom tržištu Crna Gora gubi bitku zbog visokih cijena smještaja i usluga. Po ocjeni mnogih, nijesu u pitanju samo efekti ekonomske krize nego ukupno ponašanje u zemlji koja nije mnogo uèinila na prilagoðavanju turistièkog proizvoda uslovima ekonomske recesije u svijetu.
Država nije ništa uèinila da riješi hroniène nevolje turistièke privrede. Nestašica vode i struje tokom ljeta i dalje je zagarantovana. Strani mediji upozoravaju svoje graðane na loše puteve koji vode do primorja, na nezadovoljavajuæi servis i visoke cijene koje ga prate.
Strancima smeta tzv „ekološki porez" koji se naplaæuje prilikom ulaza u zemlju u kojoj od ekologije ne vide gotovo ništa. Priroda je zapuštena, more zagaðeno, ceste uske i pune rupa a smeæe se vidi na svakom koraku.
Crna Gora je stekla imidž preskupe zemlje u kojoj turista za svoj novac ne dobija ono što je uplatio. Uprkos dogovoru u Ministarstvu turizma, kojim su se hotelijeri obavezali da snize cijene svojih usluga za 20-30 odsto, to se nije dogodilo. Veæina njih opredijelila se za uvoðenje gratis dana i sliènih bonusa.
Predsezona je obilježena demonstrativnim napuštanjem hotela Belvi u Beèiæima grupe stranih turista zbog izvoðenja graðevinskih radova u neposrednoj blizini hotela.
Specifiènost naše turistièke ponude svakako je odmor u sjenci teških graðevinskih mašina rasporeðenih na gradilištima duž obale od Avale do Zavale.
Iako je graðevinska sezona okonèana 1. maja, radovi na izgradnji hotela Avala, tržnog centra Trejdjunika, vila na Zavali i solitera pored, ne prestaju do duboko u noæ. U pitanju su objekti iza èije gradnje stoje najuticajniji politièari i kontroverzni biznismeni. Ne mare oni za ishod turistièke sezone i za nezadovoljstvo turista.
Opštinska vlast kao i da ne postoji. Nema takvu moæ da radove obustavi.
Dok naši rastjeruju i ono malo stranaca koji doðu, komšije Hrvati vode pravu bitku za spas ovogodišnje sezone. Prva mjera iz akcionog plana hrvatske Vlade za turizam bila je privremena suspenzija viznog režima za tržište Ukrajine i Rusije.
Ukidanjem viza i uvoðenjem direktnog leta Kijev-Zagreb oèekuje se dolazak dvostruko više turista na hrvatsko more nego lani. Mjera hrvatske Vlade izazvala je veliki interes u tamošnjim medijima i kod ruskih i ukrajinskih turoperatora.
SLABA PRODAJA: Uz prateæe spuštanje cijena smještaja i usluga, Hrvatska se u tim zemljama prodaje „kao luda", dok Crna Gora ne ide nikako, kažu u jednoj od domaæih turistièkih agencija.
U usporedbi s Hrvatskom, Grèkom i Turskom, cijene u Crnoj Gori su pretjerane, ocjena je mnogih turistièkih poslenika.
Malo je turistièkih zemalja koje imaju tako složen program, dobru strategiju razvoja turizma koja se uopšte ne primjenjuje, kaže naš upuæeni sagovornik, uz uslov anonimnosti. Crna Gora ima Master plan za razvoj turistièke privrede, stabilnu politièku situaciju, ima euro, jaku valutu, nacionalnu aviokompaniju i dobre bezbjednosne prilike.
Ali sve to ne korenspondira s onim što se dešava u zemlji. Master plan je stavio akcenat na poboljšanje strukture smještajnih kapaciteta u korist poveæenja broja hotelskih kreveta na raèun onih u privatnom smještaju. Na rješavanje vodosnabdijevanja, putne infrastrukture, oèuvanje prirodnih resursa uz morsku obalu.
Ništa od toga nije ostvareno.
Hoteli se ne grade. Svaka najavljena investicija u praksi je izmanipulisana. Milionska ulaganja, o kojima su mediji iscrpno izvještavali, u gradnju hotela sa zavidnim brojem zvjezdica i uvoðenje hotelskih lanaca poput Hajata, Kempinskog, Hiltona, Šeratona, Four sezon i sliènih, bila su samo maska. U gotovo svakom sluèaju i na svakoj izvikanoj lokaciji radilo se o gradnji stanova za tržište, takozvanih turistièkih apartmana i renta vila.
Rijeè je o najnižem obliku turistièke privrede. Stanove kupuje obièan svijet putem kredita, koji je s aspekta turizma najgori konzument. Rezultat je nestajanje prirodnih ljepota zbog kojih su turisti dolazili i gužva u ljetovalištima i na plažama, u kojima nema gostiju s organizovanog turistièkog tržišta.
Crna Gora je napadnuta vrstom gradnje koja odbija strane investicije. Nema, zapravo, ni jednog ozbiljnog stranog investitora zainteresovnog za gradnju hotela na našem primorju.
U Crnoj Gori nezvanièno ima oko 400.000 turistièkih ležajeva. Hoteli raspolažu s oko 40.000 kreveta. Zemlja u kojoj se najviše govori o elitnom turizmu i visokoplatežnim gostima raspolaže sa svega par hiljada kreveta visoke kategorije. Sve ostalo je prosjek zbog kojeg se gubi utakmica s boljim i spremnijim turistièkim zemljama.
