ANALITIÈARI TVRDE DA CRNOGORSKA VLAST BEZBJEDNOSNI APARAT GOMILA IZ POLITIÈKIH RAZLOGA

~ Nelogièno je da u zemlji od 650.000 stanovnika imamo najbrojniju policiju u regionu, dvije tajne službe i Vojsku, kaže Janjuševiæ Osnivanje vojne tajne službe dodatno æe ojaèati sistem zaštite politièkih pozicija vladajuæe DPS-SDP koalicije, ocijenio je juèe direktor Centra za politièka istraživanja i edukaciju Dragiša Janjuševiæ.
On je "Danu" saopštio da koja god forma te nove služe bude, posebna unutar Vojske Crne Gore ili krilo Agencije za nacionalnu bezbjednost, nekadašnje SDB, sumnjaæe se da je njeno formiranje planirano iz unutrašnje politièke potrebe.
- S ozbirom na to da je Vojska svedena na minimum, pod geslom da mora biti u skladu sa evropskim standardima po brojnosti u odnosu na velièinu populacije, i da imamo profesionalizovanu Vojsku, postavlja se pitanje èemu služi ta nova obavještajna organizacija - istakao je Janjuševiæ.
Prema njegovoj ocjeni, ukrupnjavanje obavještajno-bezbjednosnog aparata u ovakvim uslovima nije dobro za Crnu Goru. Slijedeæi neke primjere iz regiona, kako kaže, gdje Vojska ima posebnu obavještajnu službu, vjerovatno se u vladajuæem savezu mislilo da æe se time moæi opravdati i osnivanje sliène agencije u Crnoj Gori.
- Ali da ne bi bilo zabune, ovo nije prostorno velika zemlja, nema veliki broj stanovnika, ima jake civilne službe, i šta æe biti uloga sada neke nove, i to vojne. Ako je da kontroliše Vojsku, pa mislim da imamo samo 320 aktivnih vojnika. Nije valjda da nam za to treba - drugo, posebno je važno vidjeti kakva su ovlašæenja planirana u rukovoðenju tom novom službom, jer mislim da je to odgovor za sve dileme - potencira Janjuševiæ.
Iz njegovog ugla, dati pravo ministru odbrane da ima glavnu rijeè u nadozru rada te službe, dokaz je da je neko smatrao da treba politièki kontrolisati njen rad. Zato je, kako kaže, rezerva SDP-a bila opravdana, ali bez ulaženja u stvarne motive protivljenja manjeg èlana vladajuæe koalicije.
- Ovdje se, po mom sudu, samo jaèa defanzivni politièki mehanizam DPS-a. Jer nelogièno je zaista da u zemlji od 650.000 stanovnika imamo najbrojniju policiju u regionu, dvije tajne službe i Vojsku, toliku kolika je. Meni se èini da je u pitanju neki dubok politièki motiv, u koji je sada nemoguæe proniknuti - ocjenjuje Janjuševiæ.
Demokratiènost tajnih obavještajnih struktura biæe pitanje na kojem æe Brisel u sluèaju kandidature Crne Gore za EU, ali i drugih zemalja na zapadnom Balkanu, posebno isnistirati, kazao je "Danu" Vasilis Margaras, analitièar briselskog Centra za evropske politièke studije.
- Kao što se moglo vidjeti, i u upitniku Evropske komisije koji je dostavljen Crnoj Gori, pitanje uloge, nadozora i velièine obavještajno-bezbjednosnog aparata je posebno istaknuto. Naime, režimi èesto pribjegavaju jakoj tajnoj službi - to nije neobièno èak i danas širom svijeta, ali je nespojivo sa evropskim vrijednostima i standardima. Ne govorim to specifièno za Crnu Goru, veæ za sve potencijalne kandidate iz regiona, jer mora se poštovati evropsko zakonodavstvo (aki komuniter) koje ovo pitanje na demokratski naèin reguliše - ocijenio je Margaras.
On je saopštio da æe pregovori o pristupu EU biti pravi test za Crnu Goru, jer æe ta faza biti još detaljnija i sveobuhvatnija za proces reformi, nego što je odgovaranje na upitnik.
- Naravno, kada na dnevni red doðe poglavlje pravde, slobode i bezbjednosti biæe tu svakako i pitanje adekvatnog civilnog nadzora i rada tajnih službi - objasnio je Margaras. M.V.
Parlament da se pita
Sve dok agencije tipa ANB i nove vojne tajne agenture ne budu istinski nadzirane, sumnjaæe se da se nedemokratska tradicija iz doba komunizma i kasnije 1990-ih, nastavlja i danas u Crnoj Gori, kaže Janjuševiæ.
- Tu se prije svega misli na praæenje unutrašnje politièke scene i rad na odbrani režima. Ove strukture treba da se bave državnim i nacionalnim pitanjima, a ne uskostranaèkim, to je jasno. Njihovi službenici moraju biti istinski eksperti za poslove bezbjednosti, a ne partijski èinovnici - kazao je Janjuševiæ.
On je mišljenja da treba naglasiti ulogu parlamenta u kontroli tajnih službi i crnogorske Vojske, ocjenjujuæi da je to jedna od njegovih suštinskih demokratskih funkcija.
To što sada imamo nezadovoljavajuæi stepen parlamentarne kontrole nad radom službi bezbjednosti, sada dovoljno govori o prirodi našeg društva - kazao je Janjuševiæ.
