Tosks, as far I as know, were more civilized in the Ottoman times since many of the writers and the intellectual elite came from the south. Also southern albania was a major recuiting center for the janissaries. I am saying this not to offend anyone but I think I saw an ottoman archive saying that while tosk speakers were more educated folk, the ghegs of the north were mainly "çobans" meaning shepherds. This may have to do with the fact that the ottomans never gained full control over the north. Also, I believe that while the south was more orthodox/bektashi, the north was catholic/sunni.

Choban comes from vlachs so they are in the south in the north you would call them malok (which is an offensive term that comes from malesor meaning mountaneer, mountain person). It's true the intellectuals mostly come from the south but to me a lot of Albanians are the same and have a sheep kind of mentality I guess that everyone else has. The most unique Albanian I've met (besides myself) is from Macedonia and there is no real tosk/geg distinction in Albania (proper at least those outside the borders are a little crazier) there's a lot of other names like malok, laluc, lab, cham, fshatar, katnar etc. But yes the Ottomans had a lot to do with development
