Kosor, Djukanovic: Montenegro Highway Stalled

Jadranka KosorCroatian and Montenegrin prime ministers failed to agree in Podgorica on Monday on the continuation of work on the Bar - Boljare highway in Montenegro.
Tanjug news agency reports that the two couldn't give a final answer as to whether Split-based construction firm Konstruktor, the winner of the bid, will retain the project, as financial guarantees have not yet been secured.
After talks with his Croatian counterpart, Jadranka Kosor, Montenegrin Prime Minister Milo Djukanovic told reporters that Montenegro was very interested in continuing work on building a highway through Montenegro with the Croatian Konstruktor company. The highway is to cost €2.77 billion.
"After a long and standard procedure for the selection of the first-ranked bidder, the interest of Montenegro is to create conditions for continuing work on the construction of the Bar-Boljare highway with Croatian company Konstruktor as the top bidder," Djukanovic said.
He added that all the documents necessary for the continuation of the project are expected by the end of the month.
Kosor said that Croatia also wanted to finalise the construction of the highway, which she said would be the pride of Croatian construction workers and Montenegrin citizens. Kosor said the project is expected to employ 5,000 Croatian construction workers.
"There is a mutual interest but an open question that remains relates to finalising the financial guarantees," the Croatian prime minister said.
The Croatian consortium, which consists of Konstruktor and two other firms, hasn't obtained a written bank guarantee in due time - the end of last year. The Montenegrin government has thus extended the deadline for 60 days, i.e. until February 28 this year.
Earlier in February, Konstruktor gave the directorate for the construction of the highway "certain documents", which were not confirmed to represent a bank guarantee, Tanjug reported.
