I don't know about best electronic beats and whatnot but the only one that sounded enjoyable to listen to was the Romanian one with that French sounding soft and swift harmonic . I could never stand the ugly sounding German version of harmonic (sounds like a drowning elephant) which has been adapted by some Serbians. Also the Romanian one had a story at least and she looks gorgeous and serious - true eye candy.
Albanian one at least tried to fuse something local with those sounds. Anything else might as well be just a whole lot of noise unspecific to any area.

listen to some Dj Crni Zmaj if you want good balkan electronic

I don't like any of the above really, the closest style of music I like is the marko nastic track, ljubav. I enjoy more german style.
