Probably Byzantine origin. All the lands that were heavily influenced or directly ruled by Byzantium adopted their own version of the eagle.

The double-headed eagle or Phoenix is associated with the Lyrae-Greys; a trademark of the Scottish Rite branch of Freemasonry. A book describing the interaction between non-human beings from other planets and the "enlightened ones" (33rd degree Freemasons) is found in the book, The Hidden Life of Freemasonry. Mario Pazzaglini, Ph.D.Seems the first poster was on to something. Two-headed eagle on the floor of Church of the Sacred Tomb in JerusalemThe eagle is known from "pagan" times too in culture of very different nations (slavs, Egyptians, Aztecs etc.) and is one of the most characteristic symbols of the Sun or of solar gods - an ardent opponent of snakeswww.dopotopa.com/lang1/symbols_of_solar_gods_in_church_of_the_sacred_tomb.htmlThe Double-headed eagle of LagashThe double-headed eagle first originated in the mighty Sumerian city of Lagash. From cylinders taken from the ruins of this ancient city, the double-headed eagle seems to have been known to the kings of the time as the Storm Bird. From the Sumerians this symbol passed to the men of Akkad, from whom it was brought to the Emperors of the East and West by the Crusades. As the Adept knows, the double-headed eagle is a Hermetic Symbol, representing the Divine Generative Potency, and Productive Capacity of Nature. like the human figure with two heads, one male the other female, - God and Nature; the Egypian Osiris and Isis."www.dcpages.com/gallery/Albert_Pike_Statue_Washington_DC/DSC09819.jpg.html

Poles use the single headed eagle. Not the doubleheaded one. The doubleheaded version is from Byzantium.

Look very closely, you can see the formation of the 2-headed eagle. This ^ is directly alligned with the Washington obelisk. If this isn't some f-ed up symbology, then I don't know what is.
