I don't think it is true. I am not some rare bird among Bulgarians. And brown has different shades as well

Most Bulgarians I know have brown hair. As for the origin of the name 'Bulgar', as Ioan mentioned, there are a variety of theories (as there are for the origin of the old Bulgars).
It should also be noted that the name is not necessarily representative of the people as a whole, as 'Bulgar' was most probably a personal name of an ancient ruler who ruled over a certain group of people.
France is a similar situation; the name 'Frank' was a personal name of an ancient leader that transferred over to the people as a whole.

the franks were a germanic people that conquered northern france thats where the name comes from, in greek france is still called gallia or gaul in english

To clarify, there are various theories of the origin and meaning of the term 'Frank'.. however, it appears that this term may have actually been a personal name of one of their ancient rulers; which in turn, became an ethnonym for the entire group of people whom he ruled over.

Y-DNA atypical of Europe is more common in Serbs and Romanians than in Bulgarians. Have that in mind before you claim Bulgarians to not be a European people, especially you, Novi Pazar.
