I don't know that though I assume probably it isn't, but you can see many areas are going down according to the list, yet students have higher average marks when they sign at universities. So lets take a look at the most important category: the students. The only viable conclusions (based on the previous premise of the higher average marks) are: 1) Students got much better, 2) High school material and criteria went down. From my personal experience with kids #1 is not true - kids are worse in natural sciences and mathematics than kids when I was going to school, which logically imply #2. The reason I know this is because math tests are plain retarded, you can solve one or two problems just by substituting the given possible solutions back in the equations, which requires no knowledge or mental effort. Also they have free preparation for university and they (most, not all) can't cap 90-100% university exam mark. In fact all of those great kids who won medals in various high school competitions go to study in prestigious American colleges (but that's the case with all poor countries with bad universities). Now the second part: Certainly worse lecturers play role as in why university of Belgrade ranks lower than the years before, but then the question is who becomes teacher? Those that previously studied at the university, and thus we cycle the loop. My conclusion is that university is not for everyone and many kids don't have much choice when dealing with the pressure of their parents and environment to finish it. Also take a look at most university educated people in Serbia and its not like studying there help them to open eyes on many socially important issues, become activist or just get involved in any philantropic activity. Rather they became someone who will look for put the blame on other nations for their historical misfortune against their own nation, as conservativism and tribalism just keeps alive and as they try to give it a meaning.

Thank God there is still hope for Slavs. And I'll explain why those ppl are correct.
Higher knowledge is not some self-fullfilled prophecy need or some gift from God. Higher knowledge is the result of the demand to refne simple knowledge. And simple knowledge is the resuld of the demand for basic human activity. A man who acts has to develop this basic knowledge. The higher the demand, the higher the profit, the higher the need for better knowledge.
Other nations have denied the Slavs from ANY ACCESS TO THIS BASIC NEED.
THEY DONT LET YOU SELL. THEY HAVE IMPOSED SANCTIONS EVEN IN FREAKING EXPORTS TO FREAKING KOSOVO....
Under these circumanstances it is a miracle NOT that Serbia has Univs... but simply exists..
If Greece was denied access to e.g. "feta" or "olive oil" markets, or .... tourism, we would sink in 7 days...
Now, to your question WHY West lets Greece and NOT Serbia.....
answer : because we got de-slavizied 2500 yrs ago (ok the true Greeks I mean, not me or Rex the Vlahs).

They are being schooled to help their countrymen who were not favored in terms of higher intelligence, education, status or any advantage over others (and that's majority of Serbia). They should be more socially responsible, and direct their concerns towards helping those more simple-minded, less fortunate people. Directing the concern is one thing, and its a good start, doing something about it is 2nd, largely more important thing. People need to be guided by example. Right now all of the examples in Serbian medias are WRONG. Some of them are made by foreign agents, but many (and if not the most) are our own agents, paid by the money we give to the country. Those that try to do something quickly quit and fall into some glitched state of mind which you can't do nothing to move them out of (the part of my previous comment you quoted). So my message is: Never quit! Also, it is a sin to be satisfied with what you have, you need to upgrade and never become satisfied: Always strive for more!
Right now (and for long time actually), I don't think of comparing Serbs to others. I compare Serbs today to Serbs before, and I draw conclusions what we did better before and what we never did good.

I am not sure about the "never be satisfied part", that's a little anti-christian. If I say this about my kids cause the other kid got better grade in physics or because the other guy's wife seems more lively and sexy then I am destroying my own family and life. I have decided to praise the lord everyday for what I have. And work for more but always be satisfied and thankful.

I meant always look to upgrade things, to learn more, when you make something (say a house) always try to make it the best possible and if there is opportunity upgrade it, build your ego, don't allow those stupid to have upper hand on you and your life. What I didn't meant it to be negative (like in your example).

Serbia officially lost status in European Association for Quality Assurance in Higher Education (ENQA) board. Now Serbian university diplomas are worth as much as Albanian, Moldovan or Bosnian. branislavnusic if you plan to do university education, or you just sign into first year of university its not too late to change for some university abroad. Save yourself having trouble if you need to look for job abroad (or even in Serbia as you never know what will happen).

cannot confirm ULF's post. ULF any links proving that Serbia lost any status?
never heard of ENQA, never bothered if my country or my uni have any connection with this.
HECK i recall back in my GRE days, my univ was not listed as an official "univ" but some BS college "Deree" was listed, and I knew that my univ was 100 times better than this Deree.

It was all over Serbian news. Check here and here. ENQA was certification body and with the diplomas certified they worth in entire Europe. Otherwise you must pass some additional exams which is a pain in the ass and many wouldn't want to waster their precious time over exams they probably wouldn't find any use in their profession. So diploma is worthless if you can't find a job with it, as you can learn anything in like 5-10 years, and today you don't even need school. Otherwise you have youtube, coursera, khan academy or whatever you need to learn whatever you want to. With this its questionable whether students who enroll the universities in Serbia this or next year will be eligible to have their diploma worth abroad.

We're talking about serious countries here, like Germany, Netherlands, Switzerland, UK, Scandinavian countries, and perhaps France. Regarding self-teaching material youtube, coursera and khan academy combined provides a lot more than all universities in Serbia binded together, so if you really want to learn because you want to know about something in particular its better to follow those learning platform than to waste time on some Serbian university where your knowledge will now have the same weight as some online course (or even less if you study by some certified master degree program over coursera for example).

When we had TCP/IP in Crete (1986) , at the same time, Athens, Belgrade, Patras, Nis, NS were all sitting in the trees. So yeah our Uni was top notch and I would not exchange this for all the unis in the Netherlands. Our prof was the one who designed SPARC arch.
I dont know about Serbian univs and their programs. I know univ of Athens sucks big time. But Univs offer culture and an eduactional progressive environment. No coursera teaching docker or some minor technicality is a replacement for that. This is not science.

No need to feel agitated. Times change. People finish universities not to be academic citizens or something like that, but in order to get good job, earn money. If you really strive for scientific or academic career, places like Serbia or Greece are not the best, and if you're smart and ambitious enough you'll look to do PhD abroad and stay there.
I accepted my BG univesity sucks, and yet its the best in Serbia, and among the best in Eastern Europe. I finished it a couple of years ago and even during my studies I considered it provides poor curriculum. So I wondered how bad other must've been, but also I could imagine something like this could happen.

There is something more to the "academic" career.
My freaking programmers dont know how to prove anything. They have no notion of scientific proof, so when they write an algorithm, they can't prove this is correct. Which sucks. And more often than not their programs are full of conceptual bugs by design, so I got crazy trying to review what they do.
So its not about doing anything academic , its about being able to build systems that work.

There is something more to the "academic" career.
My freaking programmers dont know how to prove anything. They have no notion of scientific proof, so when they write an algorithm, they can't prove this is correct. Which sucks. And more often than not their programs are full of conceptual bugs by design, so I got crazy trying to review what they do.
So its not about doing anything academic , its about being able to build systems that work.
I still think you can learn a lot about algorithm complexity or optimizations online, a lot better explained than than in school. Besides most of it is high school math. Its on the level something you just revise in first year of university, like limits, series, with a bit of logarithms, exponents, boolean algebra and perhaps algebraic structures. If someone is into serious matter like automata theory, discrete mathematics or computational numerical analysis chances are they will be less than 5% of total software developmental jobs in the world and mostly in Western Europe, US, Canada, Australia, China or Russia. But again, in 99% of time when people write algorithms they will be dealing with memory or time asymptotic complexity which is something you can learn in a couple of days, and beside that how often you need to write some heavily optimized algorithm?

Logic, Calculus, Physics, Probabilities, even Chemistry is needed if you want to be effective as a comp. scientist in an industrial market. And last but not least, the most essential courses for comp science and databases : set theory and discrete mathematics, without it you will risk making grave mistakes, even getting fired (if your boss is serious).
So nothing online is equivalent to a good school (like the Univ of Crete or at least how it used to be till the idiotic Greek state lowered its entrance minimum grades, no even a donkey can enter - and never finish -). That's why schools still exist today. Also many ppl have problem reading online, they want to make notes, to connect the medium with their physical natural senses. This cannot be done with kindle for instance.
