Croatian Waters meets all conditions for the second phase of World Bank’s loan

Together with the domestic investment, the second phase, between 2008 and 2012, will cost EUR 100 million.
The Croatian Waters’ “Adriatic Project” has fulfilled all the conditions for signing the second phase of the World Bank’s loan worth EUR 50 million, announced the national water management company.
Together with the domestic investment, the second phase, between 2008 and 2012, will cost EUR 100 million. All the sub-projects are going according to the plan.
At the presentation of the first three-year phase of the project, the Croatian Waters reported that HRK 227 million had been investment so far in building capital infrastructure projects.
The value of total works and services performed inside the project is almost twice as high, HRK 435 million. (www.business.hr)

What does that mean? Both are imperfect. Christianity (what Jesus taguht) is perfect. It's followers are not as they have miscontrued it and misrepresented it.

Not necessarily, it's probably commercial banks that are providing such loans.
FYI: The primary mission of the IMF is to provide financial assistance to countries that experience serious financial difficulties.
