1) There was a RS forum (and numerious other ones) and as someone stated they were barely visited. I believe that topics that would pertain to RS could be covered within mainly Serbia Forum and at times within BiH Forum. There simply isn't demand for this forum (as Serbia Forum is sufficient to 'absorb' this forum's topics within it).
2) Kosovo Forum exists as there are endless number of topics that pertain to Kosovo and I do not want SF or AF saturating themselves with these topics and KF is also in effect two forums merged into one (Serbophone and Albanophone). Kosovo remains a hot and controversial topic and hence the demand and need for the forum.

Cause most of the visitors there are by far Albanians (perhaps even that resembles the actual ethic makeup of Kosovo today).
Anyone is free to express their opinions (granted they are civil and relevant to the given forum) in whatever forum within Illyria Forums.
