New law on President of the Republic
Twenty per cent of presidential salary to the First Lady
Author: L. J. - N. M. J. | 27.11.2007 - 00:20
For the first time in the history of our State, a spouse of the President of Serbia shall have the right to monthly pay amounting to 20 per cent of the presidential salary (27,000 Dinars today), or to be absent from job when performing protocol and other social duties. This has been stipulated by the Proposal of the law on the President of the Republic that deputies in Serbia Parliament are presently debating about.
The First Lady of Serbia, Tatjana Tadic, shall have the right to keep her job during her husband’s mandate although not working, while on the other hand, the time during such absence of work shall be calculated into her working years. Tadic’s wife has been already known for her humanitarian work that she is performing in cooperation with ‘Our Serbia’.
World experience rarely knows about such possibilities. Wives of presidents are mainly housewives of the presidential palaces and humanitarian workers.
In America there is a strict rule according to which the First Lady should not have any other employment while occupying the position of the president’s wife. It does happen sometimes, however, that wives undertake active role in presidential campaigns of their husbands as it was the case with Hillary Clinton.
The wife of former French president Jacques Shirac kept low profile and in line with the tradition organized ceremonial diners at the presidential palace. She led numerous humanitarian organizations and collected money for children hospitals in France.
Vladimir Putin’s wife Ludmila is patron of the Center for development of the Russian Language and she frequently gives statements on the Russian Language and culture. She has been unemployed for 14 years already. In line with that she mainly avoids to be the focus of attention, except when protocol requires so.
President with five-year mandate
The Proposal of the law on the President of the Republic stipulates a year longer mandate than today – five years, but that the same individual cannot be elected to that position more than two times irrespective of the length of the first and second mandates.
Presidential election is to be called by Parliament Speaker and the President is elected by the citizens that vote directly.
After expiration of the mandate presidents of Serbia shall be entitled to 80 per cent of the presidential salary (about 135,000 Dinars today) until going into pension, as well as to pension in the same amount. The former president has the right to the title of ‘the former President of the Republic’, office, advisor, secretary and official car for the period equal to the time spent in office. All of these to be provided by Serbia Government.
Former president is also entitled to security one year upon expiration of the mandate. This right can be prolonged in case of need and if the former president agrees to it.
