Although the refugees` association is threatening, the political top is decisive not to allow the dispute to affect negotiations.
“Unione degli Istriani”, Italian refugees` association has created a list of 1,411 real estate which Croatia needs to return to Italy in order to access the European Union without obstacles, Slovenian Delo daily writes.
The paper assessed that the list compiled by the association`s head Massimilano Lacota, was similar to the one Italy gave to Slovenia at the start of the 90s. Il Piccolo newspaper from Trieste, wrote and Delo reports, that uninhabited pieces of land are in question, owned by the Istria County or the state.
The refugees sent the list to Italian foreign Affairs Minister Franco Frattini, asking him to start new negotiations with Croatia.
Frattini visited Zagreb on Monday and held a brief lecture on the future of the European Union at the Faculty of Political Sciences. During his visit, he said Italy does not condition Croatian EU accession with solving the issues of returning denationalised property.
- There has been an open issue over the esulas` demands, but this problem cannot affect Croatian EU accession. We have to be humane towards these people – Furio Radin said, representative of the Italian minority in Croatia.

Lol. I doubt Italy will do this. Germany did nothing like this regarding German owned land in Eastern Europe since it signed agreements with these states during the Cold War, and even respected them in the case of dissolution -- i.e. Czech Republic and Slovakia split from Czechoslovakia.
If Italy tried this Croatia could sue and easily win.
