The statement was made by Ambassador Bui The Giang, Deputy Permanent Representative of Vietnam at the debate of the UN Security Council on Kosovo in New York on July 25.
Giang said that recent events in Kosovo have created profoundly new reality on the ground and posed significant challenges to the ability of Unmik to exercise its administrative authority as mandated by the Security Council in its Resolution 1244.
He noted with concern about the fact that tension continues to escalate between the Kosovo Albanian and Kosovo Serb communities and large quantities of illicit arms are available in Kosovo.
"We, therefore, call upon the parties concerned to refrain from any statements or actions that would endanger peace and provoke violence or jeopardize security in Serbia , including Kosovo and the region," Giang said.
Concerning the future of UNMIK, the ambassador said due to a substantially changed situation in Kosovo, UNMIK needs to be adjusted to effectively perform its tasks as an interim administration throughout Kosovo.
However, he stressed that any change or reconfiguration of the international civil presence in Kosovo will require a new decision of the Security Council in conformity with Resolution 1244 and the consent of all parties concerned.
"We do hope that the parties concerned will continue working together with UNMIK as well as members of the Security Council and the international community towards the achievement of a mutually accepted solution to the issue of Kosovo," he added.
The Vietnamese diplomat reaffirmed Vietnam 's support for the central role of the United Nations in promoting dialogue and reconciliation process and in maintaining peace and security in Kosovo and the Balkan region.
