And EU is yet to take the form of a federation. It is still first and foremost an economical union, although this process has been changing surely but slowly. Nonetheless, I would not be so quick to draw a paralell between these two concepts. What you were suggesting was a state similiar to that of Yugoslavia, just more extensive, in a region plagued by vicious nationalism. EU is a unionwhere member can wield greater influence if they are in rather than out -- many people seem to think that remaining outside EU will preserve the national states sovereignity. Hardly.
In EU, you have the chance to preserve your national sovereignity and national identity and status while simultaneously being a member of a club where you have a say, however small, as opposed to be a mere outsider stil affected by EU's soft power. We're being pushed around by EU now as it is either way; by becoming a member we can play a certain role and exercising a small influence from within.
