EU: Full support to the Eulex-Serbia agreement
The Political and Security Committee of the European Union confirmed on Tuesday a "very clear and full support" to Eulex activities in Kosovo and to the signing of a technical agreement between Serbia and Eulex on police cooperation.
(KosovoCompromise Staff) Tuesday, September 01, 2009
Sources at the EU told the Beta news agency that the agreement is a "key element in the fight against organized crime and is of use to all the people in Kosovo".
The ambassadors of the 27 have also "decisively condemned and expressed worry about the vandalism" against Eulex organized last week by Kosovo Albanian activists.

Then let 'em sign, who's stopping them? Your missing the point. They have signed but your miserable lot are trying to stall but have no real say or any real power. This is proof positive that Serbia still holds the reins over Kosovo, its just that the entire international community are only allowing the belief that Pristina has any real power. Its just an illusion that has been shattered. As Bruce Mckevany once said, "delicious". ;D P.S. Novi, I have just found out that the great Richo actually has a Croatian grandmother. No sh1t.

You have anything to back they have already signed? Some EU members may want but US keeps telling Prishtina they dont have to accept the signing, and as we all know, Prishtina only answers to Washington first then Brussels. As long as US is the main power in the world, no one can touch or force Kosovo to accept anything. Since this came up a couple of weeks ago and no one seems to mention anymore, there you have it. Just as six-point, its already dead.

"EULEX to offer Serbia two more agreements"
3 September 2009 | 12:05 | Source: FoNet PRIŠTINA -- Besides the protocol on police cooperation, EULEX has drafted two more agreements on cooperation with Serbia in customs and justice, says a Priština daily.
Quoting unnamed sources, daily Koha Ditore writes that the protocols on cooperation in the fields of customs and justice are due to be signed by the end of October.
The same sources state the Kosovo institutions have been informed of the two draft agreements.
“The technical agreements on customs and justice are still being discussed and there are no indicators, at least for now, that they could be formalized now,“ said a EULEX spokeswoman.
and then there is this from your champion Feith,
Feith on need for cooperation with Belgrade
2 September 2009 | 10:07 | Source: B92 PRIŠTINA -- EU Special Representative to Kosovo Pieter Feith says that the recent acts of vandalism targeting EULEX must be condemned.
Speaking in Brussels at a meeting of the European Parliament Foreign Affairs Committee, Feith highlighted the progress made in concluding an agreement between EULEX and the Serbian Interior Ministry.
He believes that an agreement will be signed soon on cooperation and "particularly stringent control" of the "Kosovo's border line".
When the agreement will be signed remains to be seen, though, according to the EU representative, it could be as early as September 22.
“The EULEX mission is monitoring the work of the Kosovo police in all fields covered by the rule of law. Progress for now has been satisfactory, but Kosovo still has a long way to go and the authorities must provide optimal conditions for the EULEX mission’s work in Kosovo,” he said.
Feith said that the authorities in Priština needed to continue working closely with EULEX, stressing that the struggle with organized crime was impossible without concerted action between EULEX, Belgrade and Priština.
“Efforts to stand in the way of organized corruption and corruption remain a major challenge for the Kosovo authorities. This will require the full cooperation of the Kosovo leaders, as well as the further attention of EU member states. Organized crime knows no barriers or borders. True progress in combating organized crime will require a broader regional approach,” said the EU representative.
In his statement to MEPs, he only briefly touched on the attacks on EULEX vehicles and the Priština authorities’ refusal to accept the agreement between EULEX and the Serbian Interior Ministry, though he voiced his hope there would be no repeat of such incidents.

Sweden "criticizes Kosovo government"
STOCKHOLM -- Sweden has criticized the Kosovo government because of the ethnic Albanian leaders' opposition to a planned protocol between EULEX and Belgrade.
Such behavior, a spokeswoman for the Swedish foreign ministry was quoted as saying, "is not in the spirit of Kosovo's European aspirations".
Cecilia Julin also said that EU countries expect Kosovo to "fully cooperate" with the EU.
"It is hard to imagine that the latest behavior of the Kosovo government is in the service of its European aspirations," she was quoted.
The spokeswoman added that "cooperation with EULEX is a condition for good relations between Kosovo and the EU", and said that Kosovo's "European perspective cannot deepen" until Priština "fully cooperates with the EU".
Sweden, the country currently holding the six-month rotating EU presidency, said it "fully supported" the announced protocol on police cooperation between EULEX and Belgrade.

Now Serbian Government has accepted the official Border with Kosovo Kosovo Serbs vs BelgradeThe conflict between the northern Kosovo Serb leaders and the Serbian government has, over the past few months, metamorphosed from a low-level dispute into open hostility. On 2 July, the government dismissed Marko Jaksic, one of Kostunica’s aides, from the post of chief of the health center in Mitrovica, in northern Kosovo. Subsequently, the government also disbanded the municipal assembly in the town of Leposavic, in the far north of Kosovo, claiming that the government composed of the SRS and DSS had carried out illegal operations. For their part, the northern Kosovo leaders have accused the authorities in Belgrade of leading a “treacherous policy” on Kosovo, aiding EULEX in setting up customs checkpoints on the border with Serbia and removing all political opponents. The conflict escalated after EULEX began tightening control at customs checkpoints between Kosovo and Serbia in March, claiming that northern Kosovo was a center for smuggling operations. Immediately after Pristina declared independence, Kosovo Serbs torched two customs checkpoints in northern Kosovo, saying they would not allow the introduction of customs on the border with Serbia. Following EULEX’s March move to tighten border controls, the Serbs asked Belgrade for help, claiming that the introduction of customs checkpoints formed an official border of the independent state of Kosovo with Serbia.
In response to the EU measures, leaders of the Leposavic municipality blocked local roads and EULEX vehicles. Belgrade criticized the action, saying it would not benefit Serb interests, which caused several incidents in which local Serbs attacked Serbian government officials. Soon afterwards, the government moved to disband the municipal assembly in Leposavic, saying that the local government had not passed the budget in a legal manner. The dismissed leaders shrugged off the accusations and announced they would appeal the decision before the Serbian Constitutional Court. Jaksic also said he had been dismissed without any reason or clear explanation. “I am a member and senior official of the Democratic Party of Serbia […]. I assume the foreigners have been putting a lot of pressure on the government to, as they put it, dismiss those so-called extreme Serbs, and I think that is the essence of political events around my dismissal,” Jaksic told Belgrade media. “The current Serbian government is trying to destroy everything the Serb people in Kosovo and Metohija have managed to create in an unequal fight over the past 10 years,” read an August press release from representatives of Serb municipalities in northern Kosovo, adding that the government is doing everything “to get the remaining Serbs to move out.” However, Minister for Kosovo and Metohija Goran Bogdanovic denies the accusations. He described Jaksic’s dismissal and the disbanding of the Leposavic assembly as “sanctioning all those who do poor work, break the law and violate the Constitution.” “We cannot allow laws to be broken or individuals to create their own little territories,” Bogdanovic told ISN Security Watch. New conflict dimension A new dimension of the conflict between Belgrade and northern Kosovo arose following the European Commission’s decision on 14 July to grant citizens of Serbia visa-free travel within the EU as of January 2010 - with the exception of those living in Kosovo, as Belgrade has no control there. Milan Ivanovic, an influential Kosovo Serb leader, called Belgrade’s consent to that visa-liberalization policy was called “disastrous.” “Belgrade has agreed to give up a portion of its territory in exchange for visas. The European Commission’s decision should have been rejected, because it practically introduced borders between Kosovo and Serbia. According to the Serbian Constitution, all citizens are equal, regardless of where they live, and this decision discriminates against the Kosovo Serbs,” Ivanovic told ISN Security Watch.Bogdanovic, whose family lives in Kosovo, said that he was personally affected by the European Commission’s decision, but added that did not mean Serbia was giving up on Kosovo. “This has affected all of us, but we have to respect the EU’s opinion. We who live in Kosovo and Metohija do not want the rest of Serbia to suffer because of us, but that does not mean Serbia will not fight for putting the Kosovo Serbs and Albanians on the white Schengen list as well,” Bogdanovic told ISN Security Watch. (Kosovo, Albania and Bosnia and Herzegovina were left out of the visa-liberalization policy). At the same time, northern Kosovo leaders on 21 August announced they would demand EULEX’s withdrawal from Kosovo because the mission was “creating an Albanian state there.” “We expect Belgrade to support us, unless it plans to build a new Albanian state with them in Kosovo and Metohija,” Jaksic said in a statement. www.isn.ethz.ch/isn/Current-Affairs/Security-Watch/Detail/?lng=en&id=105619
