There's an interesting paralell between the real world and the movie world. In movie history, you've got ethnic trends of bad guys, i.e. mafiosi Italians, communist Russians, terrorist Arabs ... now they've turned to small, relatively unknown ethnicities of Eastern and Southeastern Europe as the new coldhearted villains of cinema, like in "Taken" & "Taking of Pelham"... the same with real life. The Italians are sick of being portrayed as mafiosi and their country as crime infested, with the south in many places being essentially governed by criminal bodies.
They need to divert attention, and a small poor neighbour to the east is perfect for this purpose. We're not angels, no way, but it seems this over-exponation in western media isn't done solely for the sake of reporting the truth, but for additional reasons as well, while the sophisticated and powerful organized mob of Italy is neglected ... they are afterall a EU member, and so it isn't really in the interest of the rest of the members either to have one of their partners this 'backward' ... so by all means, divert attention and over-exponate an outcast, and if you want, add some colour just for the sake of it. Inevitably, we can only blame ourselves, because as long as we give them material to work with, they will exploit it. The strongest decide the rules, so we need to be flawless.

they are so organized that they have spent/spend money on educating their own and then placed in jobs in the judicial system
