The direct translation is 'that which is undevidable/inseparable, must remain and grow together'.
But, I think his actual statment was something like 'what belongs together must grow together', which was referring to East and West Germany, as Willy Brandt wanted to re-unite the country.
It seems some Serb nationalist liked the quote, and figured they'd apply it to Serbia.. although, I don't think that the orignal though was even remotely related to Kosova.

in essence it means "what belongs together must grow together". and the original quote was not in reference to kosovo as asen so brialliantly illustrated and pointed out in his ivy league like style of writing.
