5 December 2007 | 13:26 | Source: Tanjug BELGRADE -- Prime Ministerial Adviser Aleksandar Simiæ says that there is still no solution to the Kosovo crisis anywhere in sight.
Simiæ said that Serbia would defend Kosovo by using all the means it had at its disposal.
"When someone fails to respect the Security Council, the only body that ought to react in times when there is a threat of aggression and war, particularly when someone does not observe Chapter VII of the United Nations Charter and the resolution that was adopted in line with it, then there is nothing else a country can do," Simiæ said late on Tuesday, in a live broadcast on Radio-Television Serbia (RTS).
Asked what was missing in Serbia’s daily claims that it would fight for Kosovo using all legal and political means, he replied that war was also a legal means, when no other options remained.
“Serbia has had negative experiences from certain armed clashes during the civil wars in the former Yugoslavia, and this is why we are more prudent and cautious now, but, of course, state interests are defended by war as well,” Simiæ stressed.
Meanwhile, the Democratic Party (DS) has called Simiæ’s comments irresponsible and dangerous.
“At a time when Serbia has pledged itself as a factor of peace and stability in the negotiating process, Simiæ, in his role as prime ministerial adviser, comes out with these menacing, dangerous comments that jeopardize Serbia’s position before the Security Council, sending the message that warmongering was being conducted in Serbia,” reads a DS statement.
The statement goes on to say that Simiæ is clearly not aware of the fatal consequences of the wartime policies that drove Serbia to fighting for Kosovo.

Serbia has had negative experiences from certain armed clashes during the civil wars in the former Yugoslavia, and this is why we are more prudent and cautious now... haha! what he ment to say is, this is not the best occassion for us to start another conflict because this time we won't fight against a badly-equipt army like in Bosnia or the KLA, but against Nato.

With his reference to International Laws legislated by the UN, and the statement that breaking them leads to a casus belli (cause for war), isn't the dufous indirectly justifying Nato's bombing campaign 1999? The respect for human rights (lives inclusive) is one of the most fundamental pillars of the UN spirit. Serbia and the Serbs broke them indistriminately in a systematical manner, reminiscent of fascist tactics deployed during WWII.
In either case, this is empty rhetorics. It has the intention of creating hesitation in the EU ... the gradual consensus which is being reached within the European Union, a fact made possible very much by the Serbs' arrogance, is a frightening sight for the Serbs.
My hope now is that the West will not try to impose the Ahtisaari proposal down our throats after a unilateral declaration of independence. There must be some consequence and punishment for the Serbs' reluctance and refusal to cooperate and accept the new proposed resolution.

I think a war in Kosova would be stupid now. Albanians are far more organized. Serbs would get the better initially since they have an actual army, but imagine how badly it would suffer from guerilla attacks. Albanians also have the mountains of Albania to recoup and attack. This would be bloody, but such a move would make the Albanians desperate; while I dont think the population in Serbia would be so pro-war after the long-term losses start to climb(look at Chechya, most of the Russian population still thinks that a withdrawal would be good, it declined a bit but its still very high, then take into account Afghanistan and other scenarios).

Drastic moves by Belgrade would be in favor of Albanians

Serbia shall not start war in case that Kosovo Albanians proclaim independence of the Serbian southern province. As ‘Blic’ was told at Serbia Government, none of the action plans made by the ministries to be applied in case of proclamation of Kosovo independence ‘has offensive action’.
‘All steps that Serbia Government is undertaking and plans to undertake are directed to peaceful and compromise settlement of the crisis in KiM. Serbia shall exercise all diplomatic and legitimate means with full respect of the international law’, Milivoje Mihajlovic, chief of the Government’s Bureau for public relations says for ‘Blic’. Serbia, however, has a series of measures it shall use in case that the international community violates legal acts of the United Nations and its own laws by recognizing Kosovo independence. They are contained in the action plans made by the ministries. As ‘Blic’ learns, among the most radical measures there is the one of blocking of Kosovo in two ways. Firstly, in diplomatic sense Kosovo as a state shall simply do not exist for Serbia. Secondly, there is a measure of blockade of transit towards the province leading via the territory of central Serbia. This measure refers to the flow of goods and capital. Dilemma whether Serbia shall go into war or not has become actual after statement by Aleksandar Simic, advisor to Serbia Prime Minister. His statement that ‘war is legal means’ forced Serbian ministers visiting world capitals to urgently give statements over the possible moves by Serbia instead of pointing out that Kosovo independence is bad solution for the whole region and that actually Kosovo Albanians are those threatening with violence.
What Simic has said Aleksandar Simic said in the program televised by the Radio and Television of Serbia (RTS) that war was also legal means when no other existed. ‘Serbia had negative experience from some armed conflicts of the civil war in former Yugoslavia and that is the reason for increased caution and wisdom, but certainly, state interests are defended with war, too’, Simic said. In Pristina, as expected, this statement was commented that ‘this has not been the first threat and that is why independence is inevitable’. Simic’s statement although coming from the Prime Minister’s cabinet is contrary to the Government’s stance and Simic is not a member of the Government. As several ministers explained for ‘Blic’ unofficially, Serbia elaborated its strategy on the basis of the fact that proclamation of Kosovo independence is contrary to all international legal documents in force. Therefore the acts by the Government shall be such to lead into legal absurd the very act of proclamation of independence but also all countries recognizing such proclamation. ‘Regardless of further development of the situation, Serbia shall not exercise violence’, Serbia Deputy Prime Minister Bozidar Djelic said. Similar message arrived from Brussels yesterday from Foreign Minister Vuk Jeremic. ‘The task of the Home Ministry is not to allow any unrest or terrorist incidents in the territory of Serbia’, Police Minister Dragan Jocic said.
DS: Dangerous statement Yesterday it was not possible to contact the Prime Minister’s advisor Aleksandar Simic. Thus it remained unclear in whose name he had given the statement. According to unofficial claims, there are certain circles within the authority in Belgrade that are of the opinion that equally as the Albanians are threatening with violence if Kosovo does not get independence, Serbia should respond in the same manner. Chief of DSS caucus Milos Aligrudic said yesterday not to have understood Simic’s statement as opting for war option. He added that ‘Serbia has the right and obligation to defend its territory and integrity of the country. ‘I think that interpretation of Simic’s statement is splitting of a hair’, he said. DS on the other hand announced to view Simic’s statement as irresponsible and dangerous. The other day Bishop Artemije severely objected to the authority in Belgrade that by statements that ‘there shall be no war’ and ‘no military intervention’, it only encourage Albanians to proclaim independence. He suggested Army mobilization for three days at least, blocking of administration border with Kosovo and protests throughout Serbia. ____________________________________________________ False patriotism Military analysts warn for ‘Blic’ yesterday that ‘it is more than dangerous to use Army in false patriotic statements’. The war rhetoric is counterproductive for Serbia and jeopardizes its position. ____________________________________________________
