This is the solution to all our problems. United economy, infrastructure, security. That would naturally include all balkan nations what wish to take part.
Albania and Greece should be given candidate status, until they reach the level of the balkan slavic countries.
Cooperation and healthy competition should be promoted at all aspects of human activity.
The leaders (Yugoslvia-Bulgaria) should show their kind feelings towards the weakest members (Albania, Greece).

i am the last person to stand up for greece but, but greece has by far the best infrastructure among the balcans countries, greece has the largest shipping fleet and industry in the world, it averages well upwards of 15 million tourists per year, even thought they're in dire straits now they're still 10000000000000000 times better than serbia and bulgaria combined, the average wealth per household is far higher than anyone in the region, i mean only one that possibly comes close is slovenia and to some extent croatia, greece has by far the most well equipped and modernised army albeit with the aid of borrowed money, but still....i ca't believe i am saying this and a greek guy bashing his own country

Not even Yugoslavia could survive , what makes you think a larger union would?

It is not the solution in any of those matters , Pyrros.
United economy? You don't need a political union to make this happen. You just need laxed or no govt restrictions on business in these countries. Free trade solves the 'united economy' issue.
Infrastructure? Countries need to develope at their own pace plus each country has places where different infrastructure is required and this should be decided on a local level , not a national one-size-fits-all model.
Security? Before there can be security there has to be trust. Ex-Yugoslavia had a huge military only to be turned on its own citizens. Besides , the Balkan nations consider one another the largest security threat. Seriously now , do you think Serbs would accept a brigade made up of Croatian troops defending Serbia?
On top of that this can be percieved as a giant welfare project. The poorer nations of this union would suck the life out of the richer nations just like the EU.

Also the stories about the ultra great greek shipping industry is BS. I work in a shipping company. Tax the owner, and he got vanished the next day. simple as that. As is, there is No greek flag, no greek state investment, no greek public investment, nothing!!! The only "greek" in greek shipping is the owners... If a ship owner changes his passport, then oopss... its not greek anymore!! do not believe your copatriot and friend Canaris...

Albania would be great, too, if the West would grant it hundreds of billions of dollars that they wouldn't have to pay back.

If a ship owner changes his passport, then oopss... its not greek anymore!! , do not believe your copatriot and friend Canaris... look, this is surreal to me because i never thought i'd meet a greek that disliked greece more than me in my lifetime, but then God has a sense of irony. i have been to greece recently, and to my great dismay, i was very impressed with what i saw, new highways, restored roads, great infrastructure, state of the art public transport, brand new trains and train stations, the metro completely revamped. i went to athens and contrary to what most greeks say about athens i thought it was beatiful, certainly had come leaps and bounds from the late 1990s when i was there last, athens was no different to all the major european capitals in europe where i have been, i liked athens better than most italian, english and irish cities, let me just clarify, i take no pleasure in admitting that but to compare greece to bulgaria and serbia is retarded to me. all i know is that greece has the wealthiest shipping magnates and the biggest shipping industry in the world, to suggest that such a massive fleet of ships is not bringing greeks any profit is ludicrous. look , may this fire .of hatred for your country burn for many years to come, it is extremely amusing to me.

Pirgo and Krivo have demonstrated that they are unable to have a conversation without personal attacks with a sensible and intelligent Albanian. Can you for once avoid getting personal?
