"UN could accept new Serb local authorities" 5 July 2008 | 18:13 | Source: Tanjug PRIŠTINA -- A Priština-based Albanian language newspaper says the UN is inclined to accept the existence of the new Kosovo Serb local authorities.
Daily Zeri said Saturday "there was every indication" that the prevailing position at the UN headquarters in New York was "to find ways to ensure coexistence with the local bodies of authority in Serbs municipalities", elected in the May 11 ballot.
"There are a number of arguments that support the conclusion that UN Secretary General Ban Ki-moon and the Department of Peace Keeping Operations back the policy of giving legality to the results of the Serbs' local elections held in Kosovo on May 11, which [former] UNMIK chief Joachim Ruecker had proclaimed as invalid," the paper reported, referring to international officials.
According to the Western diplomats, such a conclusion is also supported by the fact that New York "has never given official or public support to the UNMIK chief's position".
It seems that the logic which is prevailing in New York now is that the new reality that has presented itself in Kosovo after the May elections cannot be changed, and that, in one way or another, ways should be found for coexistence with the new representatives of the Serb at local level, the daily concluded.

BRUSSELS (AFP) -- The European Commission on Sunday backed the United Nations' authority in Kosovo, agreeing that a move by Serbs there to inaugurate their own assembly is ""without legal standing or effect"". www.tehrantimes.com/index_View.asp?code=172112

So basically they are saying that they recognize the assembly as much as they recognize Kosovo independence, since it is ""without legal standing or effect"".
