Montenegro to table dual citizenship proposal 27 August 2008 | 11:12 | Source: Tanjug PODGORICA -- Montenegro has prepared a draft agreement regarding dual citizenship with countries of the former Yugoslavia.
According to the proposal, dual citizenship will be an exception and only those who had it prior to June 3, 2006, when Montenegro declared independence, will be entitled to retain it, said Montenegrin Interior Minister Jusuf Kalamperoviæ.
Dual citizenship would be available to those who had one parent that was a citizen of another country, he said, adding that “this agreement only governs the effects of existing dual citizenship.”
“We are a small population and we have to look after ourselves,” Kalamperoviæ told Montenegro Television.
He added that the agreement was expected to address other issues as well, such as readmission and the possibility of extraditing its citizens to other countries.
Serbia will also offer an agreement on dual citizenship in the coming months, Serbian Interior Minister Ivica Daèiæ told Montenegro Television. He said that Serbia was ready to talk with Montenegro regarding the issue, adding that it had a completely different view of the situation.
Daèiæ said that there were several hundred thousand people who were citizens of Serbia and Montenegro, that many Montenegrin citizens lived in Serbia, and that the issue of dual citizenship was very important for them.
In order for that issue to be resolved in the best possible way, Daèiæ said, it was necessary to have an agreement on dual citizenship that would not pose citizens of either country any problems.

^ No because in the next census in 2001, 65% of the population will still declare themselves Serb language speakers.
