Oni koji slušaju National public radio (NPR) imali su priliku ove subote da èuju reportažu Kako se ratovi zaršavaju (How Wars End).
Zadnji dio je bio veoma zanimljiv i bitan za sve nas iz BiH, jer se ovaj dokumentarac bavio pitanjem završetka rata u našoj domovini i Daytonskim sporazumom.
Opis kraja rata je bio prikazan na jedan organizovan i na èinjenicama baziran naèin. Autori reportaže su govorili o tome kako je genocid u Srebrenici bio poèetak nove amerièke politike prema Bosni. Mnogi politièari i diplomate koji su bili ukljuèeni u pregovore su opisali svoje doživljaje u toku ovih zadnjih sedmica rata; Richard Holbrooke je objasnio kako su morali de facto da podijele Bosnu na dva dijela, tj. entiteta. Detaljno je opisao kako su entiteti nastali u toku ovih pregovora.
Miroslav Lajèak je poslije toga opisao kako entiteti odmažu napredku u Bosne i Hercegovine, iako je ovaj naèin sklopa bio neophodan da se uticaj jedne grupe ne može koristiti protiv drugih etnièkih grupa.
Eksperti koji su razgovarali sa autorima reportaže se slažu da je dogovor kao što je Daytonski sporazum u biti glavni razlog nestabilnosti. Na žalost, Amerika je 1995. imala jedan cilj, a to je bila stabilnost Balkana. Cilj je trebao biti pravda; stabilnost i pravda nisu ista stvar: Daytonski sporazum je nagradio Srbe za genocid, ali je isto tako stvorio stabilnost, jer je rat prestao.
Koliko su ljudi voljni da prihvate nepravedan mir? Peter Galbraith je bio ambasador Amerike u toku bosansko-hrvatske ofanzive protiv Srba u toku zadnjih nekoliko sedmica rata. Tada je ambasador Galbraith bio mišljenja da je ofanziva neophodna, ali da se trebala zaustaviti (kao što se i desilo) prije nego su Srbi bili potpuno poraženi. Danas, gospodin Galbrait misli da je to bila greška i da je bosanskim snagama trebalo dozvoliti da do kraja završe posao. Njegove rijeèi su: „Bosnian Serbs are fascists; genocidal fascists“, (Bosanski Srbi su fašisti; genocidni fašisti). Možda bi bilo bolje da smo tada dozvolili da oni budu u potpunosti pokoreni, da bi se njihov nacionalizam zaustavio – Galbraith.
Galbraith uprkos svemu ovome misli da je Bosna postala uspijeh, jer su se Amerikanci skoncentrisali na ono što su mogli da postignu, a to je stvaranje mira; nije se radilo o mijenjanju stanja u Bosni, nego samo o uspostavljanju mira.
Ipak se svi slažu po jednom pitanju: završetak rata u Bosni nije organizovan kako treba; krvnici i ratni zloèinci su bili slavljeni kao mirotvorci, npr. Miloševiæ i niko nije kažnjen. Ali je rat zaustavljen.
Ivo Daalder, autor mnogih knjiga o ratu, ukljuèujuæi i o ratu u Bosni je mišljenja da je jedna stvar da se zaustavi rat, a sasvim druga da se uspostave uslovi za trajni mir. U Bosni je Daalder nauèio da se krvoproliæa prvo moraju zaustaviti i da je uspostavljanje mira nešto što bi trebalo da se prepusti ljudima na terenu da sami u svojim zemljama odluèe kako da uspostave trajni mir.
Mišljenje mnogih Bošnjaka se vjerovatno ne poklapa sa gore navedenim mišljenjima, ali se iz èitave reportaže izvlaèi jedan bitan zakljuèak: krvoproliæe u Bosni je zaustavljeno naporima prvenstveno Klintonove administracije, Srbi su poèinili užasne zloèine, ali srpski nacionalizam nije iskorijenjen niti zaustavljen, jer nije došlo do vojnog poraza nacionalistièkih i (po Galbraith-ovim rijeèima) fašistièkih snaga srpskih nacionalista.
