italians are not the same as us from the balkans. i'll go more indepth why
no doubts that turks are secular and aspire to be european, but their mentality is not the same as balkan . i dont mind turks, but they are not like us. i will go in more depth later why.
and i'm givin these conclusions from my experiences seeing these people and dealing with these people.

Italians north of Rome and South of Rome are totally different people, very easy to tell them apart, both visually and culturally. And the Sicilians are a whole different story all together, barley even considered human by North Italians. I grew up with Croatian Italians in Rijeka, my next door neighbors were Italians and some of my best friends were Italians, hell my sister even attended the Italian High School in Rijeka Djelsi. They were all bilingual of course but spoke Italian only at home. Very good people, but that’s Rijeka, not quite the same as Italy.

Tight indeed, but it did not stop me and my family from going over to Trieste for shopping every month before the war, it was a lot cheaper then Rijeka, this was of course when they still had that monopoly money the Lira. ;D

Yea things have changed since the euro. I went to Treviso, one of the wealthier towns in northern Italy, where my cousins live, and I was shocked to see the price of everything. My cousins themselves had a hard time getting along since their wages were not "fixed" for EU changes.... only prices were.
Im surprised, I didnt know Fiume/Rijeka still had strong Italian components to it... I thought those were extinguished after WWII...
Im guessing its character has declined even more so since you lived there considering how many probably moved to Italy since then.
On a note: one of the characters of a Tinto Brass film was a Rijekan(?)... forgot which film and character but I remember hearing it a long time back... If it counts for anything. ;D

Oh there were still quite a few Talijani left when lived in Rijeka, and the Italian flag flew next to the flag of the City of Rijeka and the Croatian flag (both the pre war SR and after) on official buildings and such. My friends are still there, I don't know about the community as a whole. On a note: one of the characters of a Tinto Brass film was a Rijekan(?)... forgot which film and character but I remember hearing it a long time back... If it counts for anything. Heh Rijecanin Did you know Rijeka/Fiume was the first Fascist State in the world? Known as the "Italian Regency of Carnaro" led by Gabriele d'Annunzio in 1920. A dark honor for the city, but very fascinating!

If Croatia isn't apart of the Balkans then does this mean that Croatia isn't allowed to join the BU?

Slovenia is culturally central European; Romania and Moldavia are Eastern European I would say culturally Southern european mostly related to italy. of course there is a balkan influence. about slovenia, culturally is not exacly balkanian country, but the last 60 years there was a balkanian influence. And considering that central europe is Switzerland austria germany and Netherlands, then slovenia is not central european since has nothing common with these countries BTW where are you from?
