Montenegro, colonia off-shore dell’alta finanza internazionale
Sull’altra sponda del Mar Adriatico, nell’area sud-occidentale della penisola balcanica, si affaccia un piccolo Stato – 13.812 kmq, esteso pochissimo più della regione Campania – membro dell’Onu e candidato, con il favore quasi incondizionato di Bruxelles, all’ingresso nell’Unione europea. Si tratta del Montenegro (Republika Crna Gora) che, sino al 2 giugno 2006 era parte dell’Unione statale con la Serbia, un’entità giuridica sorta nel 2003 dall’ex Repubblica Federale di Jugoslavia. Al giorno d’oggi è un Paese indipendente, proclamatosi tale con il referendum del 21 maggio 2006.
Dopo quest’evento, il Pil è balzato dal 4,2% dell’anno 2005 al picco del 10,7% registrato nel 2007. Al contempo si è avuto un forte calo dell’inflazione, scesa – nel 2010 – allo 0,2%. Sono state avviate importanti gare per la privatizzazione delle grandi imprese statali, ad esempio l’area portuale di Bar – una città conosciuta in italiano col nome di Antìvari [1], speculare alla città di Bari – il polo metallurgico e le quote della compagnia aerea di Stato, oltre alla concessione dei diritti di sfruttamento delle risorse energetiche (esplorazione dei giacimenti di gas e petrolio e costruzione di centrali idroelettriche sul fiume Morača [2]). Un enorme flusso in entrata d’investimenti esteri, in costante crescita e destinato ad aumentare nell’imminente futuro per via del progetto economico globale Montenegro Free Economic Zone, promosso dal governo di Podgorica al fine di rendere il Paese un centro internazionale di società e banche off-shore.

La flessione subita nel 2009 è stata affrontata con una politica fiscale caratterizzata da: riduzione delle imposte sul reddito delle persone fisiche; cancellazione dei pedaggi autostradali e delle imposte sulla costruzione degli edifici; diminuzione del costo dell’energia per le aziende; crediti a lungo termine per le piccole-medie imprese; sussidi alle fasce disagiate della popolazione; maggiori investimenti nelle infrastrutture e riduzione del debito pubblico.
In base al Doing Business Report della Banca Mondiale, per il biennio 2011-12 lo Stato è classificato al 56° posto nella graduatoria delle economie globali e sta guadagnando molti punti nell’indice delle libertà economiche. È il 49° Paese più competitivo, su 139 posizioni, secondo la pubblicazione annuale del World Economic Forum [Global Competitiveness Index 2010–2011]. I beni esportati verso l’Ue sono soggetti a regimi doganali preferenziali: la Commissione europea ha introdotto misure commerciali che assicurano esportazioni senza dazi doganali né limitazioni di quantità.
Dunque, mentre Grecia e Italia – e non soltanto – vengono affogate nel mare del debito a colpi di spread, nella Repubblica del Montenegro, a un tiro di schioppo dal Belpaese, va tutto a gonfie vele.
