SPIEGEL: 90 percent of the population in Kosovo are Albanians. But the West has accepted that, the province, whose independence was ended by President Milosevic in Belgrade in 1989, now reports directly to Serbia. How you advise your fellow countrymen to the armed resistance, or the promotion of the militant liberation movement that has developed? Or should the Albanians settle for greater autonomy within Serbia?
BERISHA: Of course I understand that the Kosovo Albanians are disappointed that they were not included in the Dayton agreements were . However, we were always clear in our statement: We must find a peaceful solution - to be found - so a compromise. Violent border violations are not acceptable. Incidentally, I do not think the alleged "terrorist groups" in general are Albanians.
SPIEGEL: Why "alleged" groups? The call themselves liberation movement, and they have murdered Serb officials already.
BERISHA: There is no evidence that the Albanians were, it could also have been agents provocateurs, perhaps led by the notorious serb criminal "Arkan".
SPIEGEL: Let us assume again that Serbian President Milosevic in Kosovo, in fact, by all means provoke and starts a war against "terrorists" and perhaps against the civilian population. Albania's army could then stand by and watch?
BERISHA: Yes. we should stand in this case. Albania and Macedonia should not destabilize its neighbors. We must resist with all means. We would no doubt act as a peaceful nation.
SPIEGEL: Do you dream of a unification of all Albanians in one state?
BERISHA: I told our people realize that the integration in Europe is the only solution for us. We must respect international agreements we have signed.
