Doesnt work so well. perpara means "infront of" or "before". Maybe "Shqiperia perpara gjith tjeter..."
Your trying to say "Albania first, Albanian first", perhaps "e para Shqiperia, e para Shqiptar" would work better?

That's what I meant I guess., But why doesn't this work? With the sentence Përpara I meant Forward (Forward Albania, Forward Albanians).

I've never heard perpara used as an imperative by itself.
