Montenegro and Croatia to jointly assist small and midsize businesses

Montenegro's Republika newspaper reports that the Montenegrin and Croatian governments will jointly produce projects in the field of small and midsize businesses using the Instrument of Pre-Accession Assistance (IPA), according to the Directorate for Small and Midsize Business Development.
The joint program was agreed at last week's meeting of Zoran Vukèeviæ and Tomislav Kovaèeviæ, the representatives of Croatian and Montenegrin directorates for small and midsize business development, in Zagreb.
According to the government's data, during 2008 Montenegro can count on € 32.6mn from IPA while during 2009 another € 33.3mn will be allocated to Montenegro.
The experiences of the current members of the European Union from Eastern and Central Europe have shown that, on average, these countries were able to use only 50% of the available money since they lacked capacity for the management of projects.
"We have established cooperation with the Croatian Agency for Small Business (HAMAG). Exchange of experiences in financing small and midsize businesses in the form of guarantee schemes, i.e. guarantee funds, and adapting to the European standards was agreed," Vukèeviæ explained. Croatia has formed a Guarantee Fund, i.e. a guarantee scheme as a support to small business, while Montenegro has been working on establishing this institution.
"Montenegro is ahead of Croatia when it comes to efficient registry of new companies', said Vukèeviæ.
Montenegro and Croatia are already in the network of the European Small and Midsize Business Development Centre. The European Commission, i.e. the Enterprise and Industry Department gave a positive assessment of the project.
