Carla del Ponte: Crnogorci su me "zamajavali"
24SI - Bivša glavna tužiteljica Haškog tribunala Carla del Ponte, opisujući probleme na koje je nailazila u potrazi za haškim bjeguncima i suočavanja sa "praznim obećanjima" zvaničnika od Zagreba do Skoplja, piše i o tome kako su je "zamajavali" crnogorski zvaničnici.
U knjizi "Lov", koja je nedavno u Italiji izašla iz štampe, Del Ponte navodi da je fabruara 2000, na zahtijev haškog tužilaštva, u sjedište Tribunala došao tadašnji premijer Crne Gore Filip Vujanović, jer istražioci tog suda, nakon NATO bombardovanja Srbije, iz bezbjednosnih razloga nisu mogli da posjete Crnu Goru.
Budući da nakon bombardovanja Slobodan Milošević i jugoslovenska vojska nisu željeli više da sarađuju sa Haškim tribunalom, bivša glavna tužiteljica prenjela je Vujanoviću da je kancelariji Tužilaštva potrebna pomoć Crne Gore. Vujanović se nasmijao, objašnjavajući da su odnosi Crne Gore i Beograda toliko loši da im saradnja sa Tribunalom "ne može štetiti više od toga", navodi Del Ponte i dodaje da je on ipak, iz predostrožnosti, zatražio da saradnja ostane tajna.
"Crna Gora je, kazao je, spremna da sarađuje u operacijama, razmjenjuje informacije i organizuje saslušanja žrtava i svjedoka", navodi Del Ponte, dodajući da joj je Vujanović tada prenio i da je Crna Gora spremna i da uhapsi haške bjegunce, pod uslovom da se oni nalaze na crnogorskoj teritoriji i da se ne radi o visokim funkcionerima sistema komande Jugoslavije.
Vujanović je ukazao da niko ne može traziti od Crne Gore da uhapsi visoke funkcionere, poput generala Dragoljuba Ojdanića, ili ministra unutrašnjih poslova Vlajka Stojiljkovića, "jer bi hapšenje tih osoba dalo Miloševiću izgovor za vojnu intervenciju i rušenje crnogorske vlade".
Prenio je i strahovanja Podgorice da bi Milošević, "majstor za izazivanje i iskorištavanje kriza", mogao da izazove nerede među radnicima ili građanske sukobe kako bi zadržao političku moć Beograda i eliminisao potencijalne suparnike.
"Što se tiče Karadžića i Mladića, međutim, stvari su drugačije. Crnogorske vlasti su, kazao je, više nego spremne da ih uhapse, ali nam je i ukazao da (Radovan) Karadžić ne dolazi u Crnu Goru već godinama. Isto je i sa (Ratkom) Mladićem, koji nema rodbinu u toj republici", piše bivša tužiteljica.
Vujanovića je, kako navodi, uvjerila da Tribunal ne želi da stvori probleme crnogorskoj vladi zahtjevima za hapšenje visokih funkcionera iz Srbije, već da želi da Podgorica "sarađuje u naporima Haga da uhvati Karadžića, imajući u vidu i da majka tog bjegunca živi u Crnoj Gori i da bi on mogao da pokuša da je posjeti".
Vujanović je tada rekao da su crnogorske vlasti spremne da drže pod policijskim nadzorom, pa čak i video nadzorom, rodbinu optuženih, a haško tužilaštvo pozvao je da dostavi vlastima njegove zemlje spisak žrtava i potencijalnih svjedoka kako bi vlada mogla da stupi sa njima u kontakt.
Opisujući probleme sa kojima se suočavala u potrazi za haškim bjeguncima, Del Ponte je navela i da je 2000. dobila "instrukcije Sekretarijata Ujedinjenih nacija u Njujorku i savjete Washingtona" da ne prihvati poziv da posjeti Crnu Goru, jer su prema informacijama obavještajnih službi "Milošević i njegovi generali namjeravali da je uhapse kao ratnog zločinca".
Uprkos upozorenjima, bivša tužiteljica je, kako navodi, nakon jedne posjete Dubrovniku, ipak došla i u Crnu Goru, ali najveća "prijetnja" sa kojom se susrela tokom te posjete bilo je "zamajavanje" Crnogoraca.
Del Ponteova je opisala i susret iz oktobra 2003. sa tadašnjim predsjednikom Državne zajednice Srbije i Crne Gore Svetozarom Marovićem, tokom čije posjete su glavni ciljevi bili hapšenje Mladića i proces protiv Beograda pred Međunarodnim sudom pravde.
"U trenutku moje posjete, Crna Gora i Srbija su na ratnoj nozi. Marović, dakle, nije uopšte zabrinut zbog pravnih problema Srbije. Uprkos tome, imam utisak da je pretjerano ljubazan sa mnom kada kaže da razumije moje nezadovoljstvo zbog nekih vidova nesaradnje Beograda sa Tribunalom", piše Carla del Ponte.
Predlaže da Tužilaštvo pošalje posmatrače u njegovu kancelariju kako bi provjerilo napore koje vlada državne zajednice čini kako bi prevazišla unutrašnje prepreke za saradnju.
Pošto mu je priznala da je uočila izvjestan napredak u saradnji sa Tribunalom, Del Ponteova je zatim pokrenula pitanje haških bjegunaca koji se na slobodi kreću po teritoriji Srbije i Crne Gore.
Marović je rekao da su vlasti usmjerile sva svoja sredstva na pronalaženje Mladića i da on i dalje uživa zaštitu "opasnih ljudi, spremnih da se bore do kraja".
