Actually NZ continues to sit on the fence neither recognizing nor not recognizing, this policy still allows for one way diplomatic representation.

NZ doesn't practice recognitions.This is establishing diplomatic relations, which is another way of recognizing. Not a big difference. Other countries also do the same.

NZ does practice recognitions (did you just make that up ?) as does Australia, difference is that NZ does not pay attention to pressure by the U.S. NZ still to this day will not accept nuclear war ships anywhere in its territorial waters. I live here and I see the news reports. As I said the official stance of the government is too Neither recognize or recognize. The official NZ position has not changed from this and is still the position of this country. Wellington - New Zealand will not recognize independent Kosovo, Prime Minister Helen Clark said on Monday. She told a news conference that it was never the government's position to offer diplomatic recognition in such circumstances. "We neither recognise nor not recognise," she said. "We are not intending to make a formal statement."
Noting that it was a divisive issue internationally, Clark expressed hope Kosovo's declaration of independence from Serbia would not lead to violence.

Ok man they haven't recognized and they are on sitting on the fence. ;)Meanwhile a Serbian province has been asked by NZ to appoint an ambassador to establish diplomatic relations. Keep having wet dreams.

a Serbian province has been asked by NZ to appoint an ambassador "note number 170/09 Seeking the agreement of the government of New Zealand to the appointment etc" So the NZ Gov did not ask as you stated it was the Kos Gov that requested it. As I said the stance the NZ government has taken allows for one way diplomatic representation. Aint a wet dream for me just telling it like it is.
