I mean have a normal national election and have a house based on the pop.'s choice. No ethnic quotas, or nothing, just a straight vote. No blockade of any type at that level. Nice idea, too bad we don’t have de instruments to achieve it.

Nice idea, too bad we don’t have de instruments to achieve it. But we could if the entities were kept. (though the names were changed) We could if it was guaranteed that each entity had good control of a lot the smaller/identity issues. And the same time, and most importantly, we would actually have a national govt. that can move easily on issues which affect everyone.

Drzavna imovina po samoj definiciji treba da pripada drzavi a ne entitetima, kantonima i opcinama. Drzava po definiciji ukljucuje entitete, kantone i opstine. might you tell us then mr tito, how do you plan to make the RS go away? First of all by Not having an ethnic census which will make it even more difficult for people to return. It is in Bosnia’s national interest to work towards a civil society which will not care what ethnicity the citizens of BiH belong to. The key to resolving the cetnik problem in BiH is to free Bosnia from the entity voting. Today we have 2 pro-Bosnians from RS in the BiH parliament, we need another 3 to free Bosnia from the veto of RS. This means 60 000-80 000 pro-Bosnian voters from RS. Which we will get by returning the 120 000 registered refuges in Bosnia to their homes as soon as possible. Without a census Bosnia cannot join the EU. You are essentially delaying entry until ethnic composition and election outcomes change. That's ridiculous. If people haven't returned after 15 years, chances are they never will. If there are some who still do they are discouraged because of ethnic tension. Ethnic tension has increased over the last 2 years, Silajdzic has made it even harder for Muslim refugees to return because of his rhetoric. A census does not discourage a refugee from returning, quality of life does and that can only improve by moving forward and joining the EU.

You refuse to realize that it is the existence of the entities(and not the serbs) that is the problem. Without a census Bosnia cannot join the EU. BiH should stay outside EU as long as RS exists. Also EU has clearly stated that there is no need for an ethnic census in BiH. If people haven't returned after 15 years, chances are they never will. Some 120 000 refuges in Bosnia claim the opposite. A census does not discourage a refugee from returning An ethnic census does since jobs that are today given out according to the 1991 census will from 2014 be given out according the results of aggressions and genocide.

Whay are you guys so afraid of a census ? Becuase it would show the true extent of the ethnic cleansing of Serbs within the borders of the Muslim-Croat Federation - in particular Western and Central parts of BiH. Right now the 'Bosniaks' own the monopoly with the victimhood mentality and are in strict denial of Serb suffering as a means of justifying their own atrocities (or braging about future crimes) Even when their own researchers based out of Sarajevo revealed the true extent of the death toll - showing that out of the one hundred thousand dead - over 30 000 were Serbs, most of them were still in denial over it. It's a sad predicament and I can only hope future generations don't make the same mistakes we Serbs made in 1918 and 1945.

No. The reason is that the numbers would show that Bosniaks are only in the federation, Serbs are in RS, and it would be a great secessionist argument to say "why is separation a big deal when Serbs are the absolute majority?!"

Don’t be so stupid all the time. Everyone already knows that serbs are an absolute majority in RS. An ethnic census would award the aggression and genocide since the jobs that are today given out according to the 1991 census will from 2014 be given out according the results of aggressions and genocide. The issue of displaced people is directly connected to the census. If you agree to a census, and the specifics in how it will be carried out, that is one of the points all the sides have to iron out in terms of reforms. Point being though, when you agree to a census, which is part of the whole reform process, you are basically saying that any argument you make after that, its fair to use country composition (the census) for further negotiation. So it has nothing to do with everyone KNOWING RS is Serb majority. Serbs can't currently use their majority as proof of anything because the issue of the census has not been resolved. But if they were to get a census based on how things are now, then, being that ALL sides agreed to that type of census, then they can LEGITIMATELY use that because that was agreed on by all sides. ps you are an idiot

How is that funny?
Until there is agreement on the census, they can't.
The only way they would be able to is if we allow them to get away with genocide by agreeing to do a census in a way which would accept the genocide and displacement that took place.
The census is a key issue going forward.

This is like any other issue..military, police, etc
If the international community says this issue is part of the reform, decision making, that all sides will have to make, until you make a decision on that, it doesn't set a precedent, no matter the rhetoric. Of course Dodik will say all kinds of things and so will all politicians.
